All moneys received from assessments paid under 2001 Wisconsin Act 16, section 9142 (3mk), to make payments to school districts under s. 44.72 (2) (b) 2. promote the use of educational technology by educational agencies in this state.

SB44-SSA1, s. 376d Section 376d. 20.275 (1) (L) of the statutes is renumbered 20.505 (4) (L) and amended to read:

SB44-SSA1,288,23 20.505 (4) (L) Equipment purchases and leases. All moneys received from school districts, cooperative educational service agencies, and public educational institutions for the purchase or lease of educational technology equipment under s. 44.71 (2) (h) 16.993 (8), for the purpose of purchasing such equipment.

SB44-SSA1, s. 377 Section 377. 20.275 (1) (m) of the statutes is repealed.

SB44-SSA1, s. 378d Section 378d. 20.275 (1) (mp) of the statutes is renumbered 20.505 (4) (mp) and amended to read:

SB44-SSA1,289,6 20.505 (4) (mp) Federal e-rate aid. All federal moneys received under 47 USC 254 for payments to school districts under s. 44.72 (2) (b) 2. to pay administrative expenses relating to the receipt and disbursement of those federal moneys and to reimburse pars. (es) and (et) as provided in s. 16.995 (3m).

SB44-SSA1, s. 379 Section 379. 20.275 (1) (q) of the statutes is repealed.

SB44-SSA1, s. 380d Section 380d. 20.275 (1) (s) of the statutes is renumbered 20.505 (4) (s) and amended to read:

SB44-SSA1,289,17 20.505 (4) (s) Telecommunications access; school districts; grant. Biennially, from the universal service fund, the amounts in the schedule to make payments to telecommunications providers under contracts with the department of administration under s. 16.974 (1) to the extent that the amounts due are not paid from the appropriation under s. 20.530 (1) (is); (g) and, prior to January 1, 2006, to make grants to school districts under s. 44.73 (6); and, in the 1999-2000 fiscal year, to award a grant to the distance learning network under 1999 Wisconsin Act 9, section 9148 (4w) 16.997 (6).

Biennially, from the universal service fund, the amounts in the schedule to make payments to telecommunications providers under contracts with the department of administration under s. 16.974 (2) to the extent that the amounts due are not paid from the appropriation under s. 20.530 (1) (is) (g).

SB44-SSA1, s. 384d Section 384d. 20.275 (1) (tw) of the statutes is renumbered 20.505 (4) (tw) and amended to read:

Biennially, from the universal service fund, the amounts in the schedule to make payments to telecommunications providers under contracts with the department of administration under s. 16.974 (1) to the extent that the amounts due are not paid from the appropriation under s. 20.530 (1) (ke).

SB44-SSA1, s. 385 Section 385. 20.285 (1) (h) of the statutes is amended to read:

SB44-SSA1,291,19 20.285 (1) (h) Auxiliary enterprises. Except as provided under subs. (4) (g) and (gm), (5) (i), and (6) (g), all moneys received by the University of Wisconsin System for or on account of any housing facility, commons, dining halls, cafeteria, student union, athletic activities, stationery stand or bookstore, parking facilities or car fleet, or such other auxiliary enterprise activities as the board designates and including such fee revenues as allocated by the board and including such moneys received under leases entered into previously with nonprofit building corporations as the board designates to be receipts under this paragraph, to be used for the operation, maintenance, and capital expenditures of activities specified in this paragraph, including the transfer of funds to pars. (kd) and, (ke), and s. 20.235 (1) (ke), and to nonprofit building corporations to be used by the corporations for the retirement of existing indebtedness and such other payments as may be required under existing loan agreements, and for optional rental payments in addition to the mandatory rental payments under the leases and subleases in connection with the providing of facilities for such activities, and for grants under ss. 36.25 (14) and 36.34. A separate account shall be maintained for each campus and extension. Upon the request of the extension or any campus within the system, the board of regents may transfer surplus moneys appropriated under this paragraph to the appropriation account under par. (kp). Annually, the amount in the schedule under s. 20.005 (3) for the appropriation under s. 20.235 (1) (ke) shall be transferred from this appropriation to the appropriation account under s. 20.235 (1) (ke).

SB44-SSA1, s. 386d Section 386d. 20.285 (1) (h) of the statutes, as affected by 2003 Wisconsin Act .... (this act), is repealed and recreated to read:

SB44-SSA1,292,14 20.285 (1) (h) Auxiliary enterprises. Except as provided under subs. SB44-SSA1, s. 386L Section 386L. 20.285 (1) (je) of the statutes is amended to read:

SB44-SSA1,292,23 20.285 (1) (je) Veterinary diagnostic laboratory; fees. All moneys received under s. 36.58 (3), other than from state agencies, to be used for general program operations of the veterinary diagnostic laboratory and to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the construction of the veterinary diagnostic laboratory enumerated in 2001 Wisconsin Act 16, section 9107 (1) (m) 1. and to make payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing that facility.

SB44-SSA1, s. 386r Section 386r. 20.285 (1) (jq) of the statutes is created to read:

SB44-SSA1,293,10 20.285 (1) (jq) Steam and chilled-water plant; principal repayment, interest, and rebates; nonstate entities. All moneys received from utility charges to the University of Wisconsin Hospitals and Clinics Authority and agencies of the federal government that are approved by the department of administration under s. 36.11 (48) to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in purchasing the Walnut Street steam and chilled-water plant enumerated under 2003 Wisconsin Act .... (this act), section 9106 (1) (g) 2., and to make payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing the purchase of the plant.

SB44-SSA1, s. 386w Section 386w. 20.285 (1) (ko) of the statutes is created to read:

SB44-SSA1,293,20 20.285 (1) (ko) Steam and chilled-water plant; principal repayment, interest, and rebates. All moneys received from utility charges to University of Wisconsin-Madison campus operations that are approved by the department of administration under s. 36.11 (48) to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in purchasing the Walnut Street steam and chilled-water plant enumerated under 2003 Wisconsin Act .... (this act), section 9106 (1) (g) 2., and to make payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing the purchase of the plant.

SB44-SSA1, s. 387 Section 387. 20.285 (1) (kr) of the statutes is amended to read:

SB44-SSA1,294,3 20.285 (1) (kr) University of Wisconsin center for tobacco research and intervention. All moneys received from the tobacco control board department of health and family services under s. 255.15 (3) (a) 1. (b), to advance the work of the tobacco research and intervention center at the University of Wisconsin-Madison in developing new educational programs to discourage tobacco use, determining the most effective strategies for preventing tobacco use and expanding smoking cessation programs throughout the state.

SB44-SSA1, s. 388 Section 388. 20.285 (1) (mc) of the statutes is created to read:

SB44-SSA1,294,7 20.285 (1) (mc) Veterinary diagnostic laboratory; federal funds. All moneys received from the federal government for the veterinary diagnostic laboratory to be used in accordance with the provisions of the federal grant or program.

SB44-SSA1, s. 388m Section 388m. 20.285 (4) (dd) of the statutes, as affected by 2001 Wisconsin Act 109, is amended to read:

SB44-SSA1,294,14 20.285 (4) (dd) Lawton minority undergraduate grants program. A sum sufficient equal to $3,080,000 in the 2003-04 fiscal year and $3,080,000 in the 2004-05 fiscal year, and in subsequent fiscal years a sum sufficient equal to the amount determined under s. 36.34 (1) (c), for the Lawton minority undergraduate grant program under s. 36.34 (1).

SB44-SSA1, s. 389d Section 389d. 20.285 (4) (g) of the statutes is created to read:

SB44-SSA1,294,20 20.285 (4) (g) Lawton minority undergraduate grant program; auxiliary enterprises. From moneys received from the auxiliary enterprises described under s. 20.285 (1) (h), the amounts in the schedule for the Lawton minority undergraduate grant program under s. 36.34 (1). No moneys may be expended or encumbered from this appropriation account after June 30, 2005.
